As for the Google Webmaster Tool, this is a tool provided by Google to allow webmaster or blog owners like me to find errors and fix SEO related issues to our site. It also does collect data but these are only basic information that is already provided by Google Analytics.

What are cookies?
Cookies are small files that are automatically generated right into your temporary folder. Their contents are most likely encrypted that even site owners do not have the access into such files. On this blog, Blogger does not generate cookies but my third-party advertising partners will probably generate a cookie for you.
